Mail not listed as default program

I can't set Windows mail to be my default email program. when I click the "make default" button, it goes light as if being accepted, but it's not. Windows Mail does not show up on my list of default programs. I think Outlook may have been my default, but I uninstalled it. How do I get Windows Mail as my default? Thank you all in adance for your help..

Save the file to desktop, right-click on the downloaded file and choose "Merge".

Thank you sooooo much! I have spent hours trying to remedy this to no avail. Now it works perfectly. Do I keep the file I downloaded, or should I delete it?
