Can't Send/Receive

Okay, I uninstalled/deleted McAfee Security/Virus from my system. I received detailed instructions from my ISP (COX) re setting up Vista Windows Mail & it is straight-forward. Pop Server is: pop.east.cox.net. SMPT Server is: smpt.east.cox.net. In/Out Ports should be 25 & 110. I configured my account exactly to the letter that COX instructions advised. When I try to send mail I still get the same error message that I've been getting for a month now. After pressing 'Send', drop down window opens. Text is: Send: then "Connecting to pop.east.cox.net", then "Finding Host". About 1 min. later error msg is displayed. "The connection to the server has failed. Subject 'email title', Account: 'Laptop Mail', Server: 'smtp.east.cox.net', Protocol: smtp, Port 25, (SSL)No. Socket Error: 10060. Error Number: 0x800CCC0E. Cox techs are at a loss as to why this configuration will not work with Windows Mail and Vista. What is confusing me is that I can go on to the Cox website and use their "Webmail" and it works correctly with the same configuration values that I used for Windows Mail...What could be causing the incompatability(?) issue(s) with all this? Over one month and I still can't use Windows Mail. I went way past frustrated weeks ago. Can anyone shed some light on this. Go to tools>accounts>select your account>properties>connection tab>remove the check mark from 'always connect using'>apply/ok your way out. Now try to send etc?

Are you connected to Cox as your ISP or are you connecting through some other ISP?

As Frank Saunders already indicated, your send failure is probably due to being connected to a network other than Cox. I attempted to connect to smtp.east.cox.net but was unable to do so, which was the expected result since I'm not on their network.
